Staff recommends the City Council approve the Resolution Amending the Council Policy 003 For Reimbursement for Approved Travel And Other Expenses For City Council Members, Commissioners And Committee Members Background
The City Council referred this item to the Budget and Governance Committee. Council Policy 003 is in alignment with mandated state regulations that the City set forth guidelines for reimbursing City Council Members and Planning Commissioners. This policy outlines procedures for reimbursing Commissioner expenses when authorized by the City Council, as well as the reimbursement processes for appointed committee members when their expenses are authorized by the City Council.
Discussion
After Budget and Governance Committee review and discussion of the policy, the Committee proposed the following amendments, highlighted in the attached policy and summarized below:
Added a paragraph under the "Policy" section indicating that each Council Member is authorized to expend up to $2,000 annually (per budget year) per the policy. Any expenses that exceed this amount must receive prior approval from the City Council.
Updated the policy to state that the City will cover the cost of one checked bag.
Updated the requirement that all out-of-state travel by committee or commission members must be pre-approved by the City Council.
Fiscal Impact
The fiscal impact is an increase in the current City budget for Council travel from $8,000 to $10,000 to authorize each individual Council Member to have $2,000 for travel and other expenses.
Staff Communication with the Public
On March 19, 2024, the Budget and Governance Committee discussed and proposed the recommendations to the City Council as described in the amended policy.
