ALAMEDA COUNTY TRANSPORTATION COMMISSION
2026 COMPREHENSIVE INVESTMENT PLAN
Notice of Funding Opportunity and Program Guidelines
The Alameda County Transportation Commission (Alameda CTC) is responsible for planning, funding and delivering transportation projects and programs within Alameda County. This includes the programming of certain federal, state, regional and local transportation funding. The Comprehensive Investment Plan (CIP) is Alameda CTC’s near-term strategic planning and programming document through which fund sources administered by Alameda CTC are programmed through a consolidated process to maximize investments in transportation infrastructure and program operations needs that are essential for enhancing, developing and maintaining the county’s multi-modal transportation system.

The 2026 CIP includes a call for projects for $100.0 million in combined Alameda CTCadministered discretionary local funding sources, including Measures B and BB (MB/MBB), Vehicle Registration Fee (VRF), and Transportation Fund for Clean Air (TFCA) for eligible capital projects and programs within Alameda County.

The 2026 CIP will program funding across five fiscal years, 2025-26 through 2029-30.

Funding in the first two years of each adopted CIP are considered allocated at the time of the CIP approval and may be encumbered through a funding agreement. Funding in the three outer years of a CIP are considered programmed, but unallocated, and will need to be moved forward to an allocation year in a future CIP prior to encumbrance through a funding agreement.

Complete 2026 CIP Call for Projects resources, including funding-specific guidelines, relevant maps and plans, and a link to the online application, can be accessed at:
https://www.alamedactc.org/funding/funding-opportunities/.

A CIP application workshop is scheduled for Thursday, September 12th, 1:30 to 3:30 pm at the Alameda CTC offices, with a virtual meeting option. See the above link to the Alameda CTC’s 2026 CIP resources for workshop information as it becomes available.

The online 2026 CIP application will be available starting from September 1, 2024 and applications will be due no later than October 31, 2024. 2026 Comprehensive Investment Plan - Notice of Funding Opportunity and Program Guidelines Alameda County Transportation Commission Page 2 of 13
Eligible project categories:
1) Bicycle and/or pedestrian capital projects and programs 2) Complete streets capital and road improvement projects 3) Transit-related capital projects
4) Shuttle and other program operations
Projects must meet the eligibility requirements of the funding sources and programs that are ultimately programmed by Alameda CTC.

Projects ready for implementation in fiscal years 2025-26 through 2029-30 should apply at this time. Available funding will be prioritized towards eligible projects that can demonstrate construction readiness or begin operations within the first two years of the 2026 CIP, enhance connectivity and gap closures on Alameda CTC’s Countywide Bicycle Network, address safety on the High Injury Network, and directly benefit MTCdesignated Equity Priority Communities and other underserved communities.
