Resolution Of The City Council Of The City Of Emeryville Approving The Purchase Of Artwork For The City’s Annual Purchase Award Program Entitled “Lanzón de Chavin Totem” By Emeryville Artist Roberto Gastelumendi With Funding Of Up To $37,500 From The Public Art Fund (Fund 243) For The Purchase And Installation Of The Artwork; Acknowledging William Schwob’s “Past Future Figure” And Jeannie O’Connor’s “Curved Wall” As Honorable Mentions; And Appropriating $12,850 From Fund 243 To The Fiscal Year 2024-2025 Operating Budget For The Purchase WHEREAS, Article 4 of Chapter 2 of Title 3 of the Emeryville Municipal Code establishes the Contributions for the Art in Public Places Program (“Public Art Ordinance”); and WHEREAS, Section 3-2.404 of the Emeryville Municipal Code establishes the Emeryville Public Art Fund to implement the Art in Public Places Program; and WHEREAS, the City has implemented the annual Purchase Award Program since 2006 in connection with the annual Emeryville Celebration of the Arts Exhibition (“Art Exhibit”); and
WHEREAS, a five-person Selection Panel made up of 1) Christine Koppes, as outside arts professional; 2) Taryn Walker as the PAC representative; 3) Theresa Fortune, as a community member; 4) Kava Massih, as Emeryville Celebration of the Arts (ECA) Board Representative; and 5) Nicholas Sayarad, as City staff representative with Tessa Wilcox designated as the alternate for Christine Koppes ,was appointed by the City Manager on September 15, 2024, based on the September 12, 2024 recommendation of the Public Art Committee (“PAC”), to review the Art Exhibit art works and make a recommendation on the selection of an art work to the PAC, for consideration by the City Council; and WHEREAS, the Selection Panel convened on October 3, 2024, to review the art works and made a recommendation to select the artwork “Lanzón de Chavin Totem” by Roberto Gastelumendi and acknowledge William Schwob’s “Past Future Figure” and Jeannie O’Connor’s “Curved Wall” for Honorable Mention; and
WHEREAS, on October 3, 2024, the PAC considered the Selection Panel’s recommendation and recommended that the City Council approve the purchase of “Lanzón de Chavin Totem” by Roberto Gastelumendi and acknowledge William Schwob’s “Past Future Figure” and Jeannie O’Connor’s “Curved Wall” for Honorable Mention; and WHEREAS, funding in an amount of $37,850 is necessary to cover the purchase, administrative and installation costs associated with the artwork selection, and is available in the Public Art Fund (Fund 243); now, therefore, be it RESOLVED, that the City Council of the City of Emeryville hereby approves the purchase of “Lanzón de Chavin Totem” by Roberto Gastelumendi for installation at City Hall, for the eighteenth Annual City of Emeryville Purchase Award Program; and be it further Docusign Envelope ID: 94BBFDB4-E42E-48C2-BEF9-7A904C235E1C Resolution No. 24-___

RESOLVED, that the City Council of the City of Emeryville hereby acknowledges William Schwob’s “Past Future Figure” and Jeannie O’Connor’s “Curved Wall” for First and Second Honorable Mention, respectively, and be it further RESOLVED, that the City Council of the City of Emeryville hereby appropriates $12,850 from the Public Art Fund (Fund 243) to the Fiscal Year 2024-2025 Operating Budget for the purchase, installation, administration and celebration of the 2024 Purchase Award.
