Resolution Of The City Council Of The City Of Emeryville Censuring And Imposing Sanctions On Council Member Kalimah Priforce Recommendation
As Mayor, I recommend that the City Council review and adopt the attached resolution censuring and imposing sanctions on Council Member Kalimah Priforce for violations of the City of Emeryville’s Code of Ethics and Conduct for Elected and Appointed City Officials (“Code of Ethics”).
Background
At the City Council’s November 5, 2024 special meeting, I requested and received majority support for a future agenda item to censure Council Member Priforce for violation of the Code of Ethics.
Discussion
The Code of Ethics sets forth the obligations and responsibilities for elected City officials, including requirements for how members of the City Council are to conduct themselves in all matters involving the public, City staff, and amongst themselves, in addition to a requirement to uphold and abide by federal, state, and local laws including the Ralph M. Brown Act, the Political Reform Act of 1974, and the Emeryville Municipal Code that pertain to conflict of interest, election campaigns, financial disclosures, and open meetings and confidential closed sessions. As set forth in the attached resolution, I am requesting that the City Council review the allegations brought against Council Member Priforce for violation of these requirements and censure and sanction him as a result.
