SUBJECT:

Resolution Of The City Council Of The City Of Emeryville Extending The Current Terms Of Council Members On Council Committees And County, Regional, And Statewide Bodies To January 21, 2025, Moving New Appointments To The January 21, 2025, Regular City Council Meeting, And Waiving The City Council Rules of Procedure For Local Boards, Commissions, And Committees To Allow This Change Recommendation
Staff recommends that the City Council adopt the above-entitled resolution.

Background
The City Council Rules of Procedures for Local Boards, Commissions, and Committees state that City Council Committee assignments are aligned with the calendar year and new members are appointed in December.

1.1 City Council Committees
…City Council Committee member terms are aligned with the calendar year (January through December) in order to coincide with Council Member terms, and new members are appointed by City Council vote at a City Council meeting each December.

County, Regional and Statewide body appointments, while not specifically prescribed under this rule, have traditionally followed the same term and appointment timeline.

Discussion
Staff recommends that the City Council make their Council Committee and County, Regional, and Statewide body appointments at the January 21, 2025, City Council meeting. This change gives members, especially newly elected Council Members, an opportunity to review the purview of each assignment or agency, the meeting schedules, and make more informed selections on which committee to serve.

If Council agrees to this change, current assignments, set to expire on December 31, 2024, would need to be extended to January 21, 2025. Additionally, the City Council would need to waive the requirements in the Rules of Procedure for Local Boards, Commissions, and Committees that set these appointments to occur in December.

Fiscal Impact
There is no fiscal impact.

Staff Communication with the Public
There has been no communication with the public on this item.

Conflict of Interest
There is no conflict of interest identified.

Conclusion
Staff recommends that the City Council extend the terms of current Council Members on Council Committees and County, Regional, and Statewide bodies to January 21, 2025, move these new appointments to January 21, 2025, and waive item 1.1 in the Council Rules of Procedure for Local Boards, Commissions, and Committees to allow this change.
