SUBJECT:

Resolution Of The City Council Of The City Of Emeryville Extending The Current Term For The Resident Position On The ACTC’s Paratransit Advisory And Planning Commission To March 4, 2025; Amending And Publicly Noticing FPPC Form Number 806 As Required By FPPC Regulation 18705.5; And Amending The 2025 City Roster Of County, Regional And Statewide Bodies Accordingly Recommendation
Staff recommends that the City Council adopt the above-entitled Resolution extending the current term for the ACTC’s PAPCO position to March 4, 2025.

Background
The Alameda County Transportation Commission’s Paratransit Advisory and Planning Commission (“PAPCO”) is a regional Commission comprised of 23 residents throughout Alameda County. The Commission’s purpose is to make recommendations to improve the planning and coordination of transportation services for seniors and people with disabilities in Alameda County. Commission terms are for two years.

Each year following City Council reorganization, the City Council appoints City representatives to various county, regional and statewide bodies (“regional bodies”). For some of these positions, the representative receives a stipend from the regional bodies as compensation for their attendance at meetings. The City Council thereby adopted Resolution No. 12-146:
“Resolution of the City Council of the City of Emeryville Relating to Appointment of Councilmembers to Compensated Positions and Directing the City Clerk to Post Form 806 as Required by FPPC Regulation 18705.5”.

Accordingly, all Council Members may participate in a decision to appoint representatives to a compensated position. The City Clerk will subsequently amend and publicly notice the completed FPPC Form No. 806 on the City’s website.

Discussion
The Alameda County Transportation Commission’s Paratransit Advisory and Planning Commission (“Commission”) is a regional Commission comprised of 23 residents throughout Alameda County. The Commission’s purpose is to make recommendations to improve the planning and coordination of transportation services for seniors and people with disabilities in Alameda County. Commission terms are for two years.

At their December 20, 2022, meeting, the City Council appointed John Suter to the position as a City representative for a term that expired December 31, 2024. On December 10, 2024, the City Council adopted Resolution No. 24-143, whereby extending the current term of the Commission to January 21, 2025.

The City Clerk’s Office subsequently opened a recruitment for the expiring position on December 20, 2024, and the City Council is scheduled to appoint a new representative to the Commission on March 4, 2025. To that end, staff recommends that the City Council extend Commissioner Suter’s current term to March 4, 2025.

Fiscal Impact
There is no fiscal impact.

Staff Communication with the Public
Staff have not had any communication with the public regarding these appointments, other than advising the incumbent regarding the new recruitment for the Commission.
