Resolution Of The City Council Of The City Of Emeryville Approving An Expenditure Of $218,061.56 Of The Emeryville Center Of Community Life (ECCL) Capital Reserve Funds For The Installation Of Security Gate Control Upgrades, Pool Replaster, And Playground Surface Repairs Recommendation
Staff recommends that the City Council adopt a resolution approving an expenditure of $218,061.56 of the Emeryville Center of Community Life (ECCL) Capital Reserve Funds for the installation of Security Gate Control Upgrades, Pool Replaster, and Playground Surface Repairs

BACKGROUND
In 2014, the Emery Unified School District (EUSD) and the City of Emeryville (the Parties) entered into a Joint Occupancy Agreement (JOA) relating to the construction and use of the Emery Center of Community Life (ECCL).

Pursuant to the terms of the JOA, a Governance Committee consisting of the City Council and District Board recommends an Annual Operations and Maintenance Budget for ECCL. The City Council and District Board then each approve their own appropriations for the Annual Operations and Maintenance Budget based on the estimates for all expenses associated with the operation and maintenance of the ECCL Project Facilities.

The JOA also requires the Parties to maintain a schedule for capital replacement projects and provide contributions to a capital replacement reserve account to fund such projects. Alterations to the ECCL Project Facilities require the advance written approval of the Parties. Consultant and contractor agreements are subject to approval by the City Council and District Board if they (1) contemplate payment in excess of $25,000, (2) are related to use, operation, repair, or replacement, (3) are proposed to be included as Operations and Maintenance or Capital Replacement expenses, and (4) are to be paid proportionately by the Parties. discussion
Security Gate Control Upgrades (Verkada): $107,395.81
The current security gate system has become outdated and inefficient. This upgrade will improve the security infrastructure, ensuring proper access control and enhancing the safety of the ECCL campus.

The new system will feature modern technology that provides faster, more reliable access control, along with better monitoring capabilities. This is critical for safeguarding city and school district assets and ensuring the safety of the students and employees.

Pool Replastering (Adams): $78,800
The pool at the ECCL requires replastering due to the deterioration of the existing surface, which has become rough, unsightly, and prone to further damage.

Replastering is necessary to ensure the pool remains safe for use and attractive to residents. A properly maintained pool surface prevents leaks, reduces maintenance costs, and extends the life of the pool. The life spam of plaster is approximately 7-10 years, and the pool has been open for 8 years.

Playground Surface Repairs (Pacific Playground): $31,865.75 The playground surfaces at the two (2) sites on the campus require repairs due to wear and tear. The current surfacing material is either damaged or worn down, posing a safety hazard to children using the facilities.

Repairing the playground surfaces is essential for preventing injuries and ensuring compliance with safety standards. The new surfaces will also enhance the overall play experience for children and families. The life spam of playground surface material is approximately 7-10 years, and the campus and playground has been open for 8 years.

Conclusion
EUSD Staff collected two (2) quotes for all three (3) projects and the lowest quote was chosen. These projects were on the agenda and approved at the School Board meeting on January 8, 2025, and January 22, 2025. City and EUSD staff plan on bringing the projects to the next ECCL Governance Committee meeting in May 2025 with an updated Capital Improvement Replacement Schedule and Budget.

FISCAL IMPACT
The current Capital Reserve balance for 2024/2025 is $746,980. On an annual basis, the District and City contribute funding to the CIP program. The annual contribution for the next 2 years is $273,100.
