Attachment 1
City of Emeryville Budget Principles
Since the 1993-94 fiscal year, the City of Emeryville has had a long-term budget philosophy guided by the following principles:
Current-year expenditures should be supported by current-year revenues. One-time revenues should not be used for ongoing costs but should instead be used for necessary one-time expenditures or to strengthen fund reserves.
Fund balances should be maintained in all major operating funds to provide for unforeseen circumstances.
Capital improvement projects, including related maintenance costs, should be identified and prioritized.
Unfunded liabilities should be identified and funded with surplus funds when they are available.
A strategy should be formulated and implemented, when necessary, to address potential impacts of the State budget.
Capital improvement projects, including related maintenance costs, should be identified with community input.
