Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Purchase Two Unmarked Chevrolet Equinox Electric Vehicles From Winner Chevrolet For A Total Amount Not To Exceed $91,614.80, One Ford Explorer Hybrid Marked Patrol Vehicle From Folsom Lake Ford For A Total Amount Not To Exceed $60,104.19, And The Necessary Emergency Vehicle Equipment For All Three Vehicles From Pursuit North At An Estimated Cost Of $42,614.18
RECOMMENDATION
Staff recommends that the City Council approve the above-entitled resolution to purchase two 2025 Chevrolet Equinox Electric Vehicles, for a total amount not to exceed $91,614.80, and one 2025 Ford Hybrid Explorer Police Interceptor SUV vehicle under the State of California’s Enforcement Vehicle Contracts, for a total amount not to exceed $60,104.19. In addition to the purchase of vehicles, there is an additional cost estimated at $42,614.18 for the purchase and installation of emergency vehicle equipment for the three vehicles. This is a scheduled fleet replacement of two administration vehicles and one K-9 patrol vehicle. Funding for this purchase is allocated in the City’s Vehicle Replacement Fund.
BACKGROUND
The City adopted a Vehicle Replacement Program (Program) to establish a scheduled replacement plan for police vehicles. The Program established a fund to pay for the replacement of police vehicles at the end of their useful lives. This approach has reduced maintenance costs and improved the reliability of Police Department vehicles. As a result, the Police Department has reliable, safe vehicles to provide police services to the community. The Program establishes a 5-year lifespan for patrol vehicles and a 7-year lifespan for administrative vehicles
DISCUSSION
Patrol vehicles are one of the most critical purchases made by a law enforcement agency. Selection of vehicles is determined by reliability, safety, and low maintenance. The 24- hour operation of most police vehicles in an urban environment puts an extraordinary demand upon the vehicles used by our patrol officers. The K-9 patrol vehicle has exceeded the replacement schedule by two years.
Of the police fleet vehicles available on the market, staff has learned the larger storage capacity of the SUV models is best suited to carry all the equipment each officer is mandated to take on every patrol shift. Staff has learned that many California law enforcement agencies have adopted the same philosophy and are opting for the SUV style vehicle to serve the patrol operations. It is therefore recommended that the City continue to purchase the Ford Explorer HEV (Hybrid) Police Interceptor model vehicle to replace the K-9 patrol vehicle.
Administrative vehicles are used by plainclothes detectives, as well as other sworn and professional staff for a wide variety of duties including (but not limited to): follow-up investigations, travel to training and court appearances. The two administration vehicles have exceeded their replacement schedule by one year.
Of the fleet vehicles available on the market, staff recommends the Chevrolet Equinox EV to replace the two administration vehicles. The Chevrolet Equinox is a full electric compact SUV offering a battery range of up to 319 miles on a charge. The Chevrolet Equinox EV provides an adequate passenger compartment to accommodate for varying statured Police Department personnel, as well as storage capacity for public safety equipment. The choice of an electric vehicle is also in line with the City Council’s goal of electrification of the City’s fleet.
FISCAL IMPACT
The funding for the purchase of the Ford Explorer Police Interceptor HEV (Hybrid) and two Chevrolet Equinox EV’s, along with the purchase and installation of necessary emergency equipment will come from the Vehicle Replacement Program, Fund 660.
