Resolution Of The City Council Of The City Of Emeryville Approving The 2024 General Plan Annual Progress Report And Authorizing Submittal To The Governor’s Office Of Planning And Research And To The California Department Of Housing And Community Development
WHEREAS, California Government Code Section 65400 requires cities to prepare annual progress reports on implementation of the General Plan and the Housing Element of the General Plan; and
WHEREAS, a General Plan Annual Progress Report for Calendar Year 2024 has been prepared including a Housing Element Annual Progress Report and a Housing Successor Agency Report; and
WHEREAS, on February 5, 2025, the Emeryville Housing Committee reviewed the 2024 report on implementation of the Housing Element and recommended that the City Council forward it to the California Department of Housing and Community Development; and WHEREAS, on February 27, 2025, the Emeryville Planning Commission reviewed the 2024 General Plan Annual Progress Report and recommended that the City Council forward the report to the Governor’s Office of Planning and Research and the California Department of Housing and Community Development; and
WHEREAS, on March 18, 2025, the City Council of the City of Emeryville reviewed the report; now therefore, be it
RESOLVED, that the City Council of the City of Emeryville approves the 2024 General Plan Annual Progress Report attached hereto as Attachment 1 (“the report”) and finds that the report accurately reflects the City’s progress in implementing the General Plan and the Housing Element of the General Plan and the status of the Housing Successor; and be it further
RESOLVED, that the City Council authorizes submittal of the report to the California Governor’s Office of Planning and Research, as required by statute; and be it further RESOLVED, that the City Council authorizes submittal of the report to the California Department of Housing and Community Development, as required by statute; and be it further
RESOLVED, that the City Council hereby confirms that the report is not a project as defined in CEQA Guidelines Section 15378 because it is an administrative activity that has no potential for resulting in a change in the environment.
