Please consider moving the proposed red curb at Powell and Commodore east across from Randy’s or closer to Frontage Rd. The proposed area is already heavily parked and parking within Watergate will be unnecessarily impacted by this choice. On the other hand, the parking leading up to Frontage Road from the Watergate is underutilized and could easily accommodate this space. Thank you for your consideration.

Subject: your letter re converting curb opposite the police station to use for LYFT Dear Alyssa,
Your letter to everyone in the city states monday may 13, 2025 for input on the curb.

Monday is May 12; Tuesday is May 13.

Perhaps my input is important to this suggestion:

As is known to our city from the number of permits recently requested, the Watergate Community has VERY large projects currently going on and upcoming that involve large trucks, remove a number of parking spaces and require materials to be delivered and removed. Therefore, I am suggesting that Lyft's request to remove white loading curb and convert 29 feet of on-street parking to a red curb is inappropriate at this time.

Maybe possible in the future but for now, I feel that IF there is a request to change the curb, it should support these projects which also include a city involved sewer lateral project.

Thank you.

2025 0513 Remarks Ly Bike Share Powell by Commodore
To: Ms. Alyssa Chung, Assistant Planner
via email: [email protected]
From: Louise Engel, Watergate Resident and WCA Board Member. City small business owner. email: Phone:

Date: 05/13/25, noon
Subject: City noce , 05/02/25, “NOTICE OF APPLICATION FOR CURB COLOR CHANGE ON THE SOUTH SIDE OF POWELL STREET AT COMMODORE DRIVE”.

LYFT Proposed Bike Share Staon, west of Police Building.

I hope that you will still include my remarks within the “comments” regarding the proposed Lyft Bike Share Station on Powell across from the Watergate Residential complex. The City notice (copy attached) contained incorrect information on dates/days. I just learned this morning that the City Committee meeting is today, 05/13/25 at 4 PM. Due to a pre-schedule business meeting, I will not be able to attend in person. Thanks.

While, I support the proposed locaon, for the bike share area, on the south side of Powell, west of the Police facility, I do not believe it is a prime locaon to atract users.

Proximity to the Police facility will add an opon of “safety” for users of all ages.

Plus, proximity to Randy’s Market offers munchies, sandwiches, beverages and the like for visitors.

However, I believe that a bike share locaon, further to the west, within or nearer the parking area between the Coffee Roaster company building and the Asian restaurant would be a much beter locaon. That locaon is already the terminus to access the City’s Waterfront park, as well as the recreaonal acvies offered from the parking lot: wind surfing, boang, commercial fishing, and so forth; plus, the Emery Go Round stop on the south side of Powell.

Watergate: Adequate Bikes Already on Campus
Bike Rooms at Watergate (WCA).

Residents store around 300 bikes (regular and e-bike types) within 6 designated bike rooms. These room locaons, at street level, are beneath the buildings. Each room is locked with access entry via a key card issued to the user by WCA Administraon. Cameras provide added security.

Residents can also store their bikes within their unit because each building has several elevators to upper floors. In effect, I ancipate that there will be minimal usage of the Ly bike share opon by WCA residents.

Why walk the extra Distance ????:

As a recreaonal bike user since grade school, I would not favor storing my bike by the Police facility, then walking, having to haul a picnic lunch, a baby in backpack/ or toddlers, or my frisbee, ball and mit, as examples, all the way to the Waterfront city park or to the waterfront acvies. Doesn’t make sense.

Hi Matt,
The can at 65th at Vallejo is still there. It was the mid-block one, on the Oliver Lofts side that was removed. The next closest cans are on the Greenway.

Thanks --> Kas

Hello Kas,
Thank you for the information and for helping keep the city clean! We will definitely take siting cans under consideration during bikeshare installation process. I’ve also alerted our Public Works crew to look into the current situation and report back. Just to confirm: is there still a can at the corner of 65th and Vallejo or has that can been moved as well?
Thanks,
Matt

Hi Alyssa & Matt,
Thanks for sharing my comments at tomorrow's meeting.

Adding, that unfortunately, since the removal of that trash can litter has increased on that street -- which of course flows to the storm drains at the end of the block. In the past, even if people litter some of us pick it up and then deposit the trash in the can. Without the can, people like me are less likely to help out when we see a situation. Typically, the most often littered items include fast food trash -- items purposely dumped from parked cars.

We have also seen more illegal dumping on the corner of Vallejo and 66th.

Thanks for all your good work,
Kas Neteler

Hi Kas,
Thank you for your comment. The Transportation and Sustainability Committee meeting is Tuesday, May 13, 4:00 pm at City Hall. My apologies for the typo in that letter.

You’re welcome to attend the meeting and make public comment in person; alternately, I will read your written comment out loud for the Committee’s consideration.

For context, this site was chosen based on community feedback from the Bike and Pedestrian Advisory Committee (BPAC). BPAC recommended this site because it would expand the bikeshare system north and serve a highpedestrian/visitor area. While there is an existing station on 65th Street, the best practice is to have stations within a quarter mile of each other – this is so that, if a station is full or does not enough bikes, there is a second location in close walking distance.

Re: adding a public trash can, I’ve CC’ed Matt Anderson in Public Works about your request.

Happy to discuss the proposed stations with you further via email or phone. <image001.jpg> Alyssa Chung (she/they)

Subject: Feedback on Vallejo & 66th Red Curb
Hi Alyssa,
I received a letter about a proposed red curb for Lyft bikes on Vallejo.

One the letter stated feedback was needed in time for a meeting on Monday May 13 -- which is a mistake. Is it a Monday meeting or is the Tuesday?
In any case, my feedback is there is already an underutilized station at 65th and Hollis. Why add another? Secondly, the public trash can that was located on Vallejo mid block was removed earlier this year. If a bike station is added here, please, please, please add a public trash/recycling option.

Thank you,
Kas Neteler

Subject: Re: Red Curb Vallejo Street TSC Meeting May 13, 2025 Hello Alyssa,
Thank you for looking into that You are likely right. It was definitely proposed, and while I swear it was there, it doesn’t show up on the google map archives. I may be mixing up my previous concerns with a memory. Getting older does that.

Even so, the concerns stand. Obviously, it wasn’t adopted for a reason or reasons in the past, and that should give one pause. The area has a lot of car traffic that despite the crossing is frequently speeding through. And, as mentioned, parking is at a premium in the neighborhood due to the reasons I previously mentioned. A station there is not a terminus for anything: it’s not Berkeley Bowl, or the train station, or a restaurant, or a gym, or even a large office. There is no reason to have a station there.

A station at 67th and the Greenway would make a lot more sense. It’s closer to Berkeley Bowl, and at the end of the UCSF Health and CitySports building. Neighborhood parking would not be as severely impacted by losing a few spots. Please consider that intersection for a bikeshare station.

Sincerely,
Matthew Smith

> I have lived in Emeryville, at the intersection of 66th and Vallejo, since 2005. There was a previous attempt at a bike share in nearly the exact same location a several years back. The Citibank Bike Share had a station on the South side of 66th and Vallejo, abutting the Greenway. It was an abject failure, and was returned to parking after a year or so. Bikes were rarely used, or rarely returned there. In the rare time a truck came to replace bikes, it would block the road. The station made driving through the area dangerous for both drivers and cyclist alike. The new station is likely to be the same. There is not enough volume in this area to make a bike share necessary, especially as there is a Bay Wheels station one block down on 65th and Hollis. >
> A bikeshare station at the proposed location will also have a significant impact on parking in the neighborhood, which is already stretched to its limits. Due to more restrictive parking toward Hollis to the West, many people who work in the area park in this neighborhood during the day. It makes leaving during the weekday to run an errand difficult as there is unlikely to be parking when you get home. Also, parking at the end of the day is highly dependent on what time one gets home, and (though it is not in Emeryville) if the Fratellanza Club is having an event.

Subject: Vallejo & 66th St curb color change comment - support Hi Alyssa,
As a resident of Oliver Lofts I'm reaching out to express my support for the curb color change to accommodate a Bay Wheels share station.

While there is a station in the area, it is out of the way when you're trying to jump on the Greenway from residences in our neighborhood. Having a station this close to our 50 unit residence makes it easy to have neighbors join us on rides to local destinations, or recommend friends take Bay Wheels when visiting.

Guests have never had trouble parking when visiting as there's an overabundance in the area; I have no worries of this causing any issue from the loss of parking space.

Thank you for investigating this change,
Nicholas Rishel
