Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Execute A Professional Services Contract With Townsend Public Affairs, Inc. To Provide Federal And State Legislative Advocacy Services For An Amount Not To Exceed $270,000 For Fiscal Years 2025-26, 2026-27 And 2027-28 WHEREAS, the City seeks to secure advocacy services that will enable it to achieve its state and federal agendas by influencing legislation, programs and policy; and WHEREAS, the City seeks to secure state and federal funds for its operating and capital improvement programs; and
WHEREAS, Townsend Public Affairs (TPA) has provided advocacy services to the City of Emeryville in the past; and
WHEREAS, TPA proposes to continue to provide state and federal advocacy services and pursue state and federal funding sources for the City; and WHEREAS, TPA proposes to implement the City’s legislative and advocacy efforts through coordinating visits with state and federal leaders, tracking federal and state legislation and ballot measures, pursuing legislation that furthers the City’s goals and providing written reports to the City that summarize progress in meeting these objectives; now therefore be it
RESOLVED, that the City Council of the City of Emeryville hereby authorizes the City Manager to execute a Professional Services Contract with TPA, in substantial form as attached hereto as Exhibit A, to provide federal and state legislative advocacy services for an amount not to exceed $270,000 for Fiscal Years 2025-26, 2026-27 and 2027-28; be it further
RESOLVED, that the City Council hereby authorizes the City Manager to execute minor amendments to the Professional Services Contract with TPA as may be necessary to deliver legislative advocacy services for the City, provided such amendments do not materially increase the City’s obligations thereunder.
