Resolution Of The City Council Of The City Of Emeryville Authorizing The City Manager To Amend A Professional Services Contract With Hinderliter De Llamas & Associates (HdL Companies) For An Additional Amount Not To Exceed $130,000 For Fiscal Years 2025-26 And 2026-27 For Business License Tax And Fees Administration Services
WHEREAS, the City of Emeryville desires to continue providing the highest level of service to the business community in Emeryville; and
WHEREAS, the Finance Department manages the business license issuance and renewals utilizing Central Square software, however, Central Square does not have the ability to utilize an on-line format, therefore the City issued a Request for Proposal (RFP) in 2021 for a professional consulting agreement to manage the issuance of new and renewal businesses licenses; and the RFP reviewers determined based upon the submissions and costing that HdL presented the best package for the least cost to provide the business license services for the City; and
WHEREAS, the City Council of the City of Emeryville adopted Resolution No. 22-115 on September 6, 2022, which authorized the City Manager to execute a contract with HdL Companies, and, City staff have determined that HdL provides an effective and efficient service for administering the City’s Business License Tax program, now, therefore, be it RESOLVED, by the City Council of the City of Emeryville hereby authorizes the City Manager to amend the contract with HdL Companies for a not to exceed amount of $130,000 for business license tax and administrative fees for fiscal years 2025-26 and 2026-27, not including compliance services paid as contingency fees based on a percentage of recovered funds from the audit, discovery and collections programs.
