Resolution Of The City Council Of The City Of Emeryville To Approve The Updated Sewer System Management Plan (SSMP)
WHEREAS, on May 2, 2006, the State Water Resources Control Board (SWRCB) issued Order No. 2006-0003-DWQ Statewide General Waste Discharge Requirements (WDR) for all publicly owned or operated sanitary sewer systems within the State of California; and
WHEREAS, the WDR, along with the Amended MRP, prohibits sanitary sewer overflows (SSOs), requires reporting of SSOs using the statewide electronic reporting system, and requires the development and implementation of a Sewer System Management Plan (SSMP); and
WHEREAS, the SSMP must also meet the requirements of the San Francisco Bay Regional Water Quality Control Board (RWQCB), which states that the SSMP must be updated every five (5) years and must include any significant program changes; and WHEREAS, re-certification by the City Council is required in accordance with the WDR when significant updates to the SSMP are made; and
WHEREAS, the City Council approved the SSMP on February 21, 2012, and the SSMP was last updated on December 17, 2019; and
WHEREAS, the intent of the SSMP is to satisfy the requirements of the RWQCB, the Statewide WDR, and the Amended MRP; and
WHEREAS, the City’s SSMP update reflects the latest sewer program implementation, although no changes were made to major projects, schedules, and goals; and WHEREAS, the City of Emeryville is providing this 5-year update of the SSMP as part of its ongoing compliance; now, therefore, be it
RESOLVED, that the City Council of the City of Emeryville approves the 5-year update of the City of Emeryville Sewer System Management Plan (SSMP), attached hereto as Exhibit A;
