Resolution Of The City Council Of The City Of Emeryville Approving The Purchase Of Two Artworks For The City’s Annual Purchase Award Program: Search Party And Spinnaker, By Steve Senter, With Funding Of Up To $18,000 From The Public Art Fund (Fund 243) For The Purchase And Installation Of The Artworks And Acknowledging Cy Bowers’ Fortuna In The City, Capricio Of Love As The Honorable Mention
WHEREAS, Article 4 of Chapter 2 of Title 3 of the Emeryville Municipal Code establishes the Contributions for the Art in Public Places Program (“Public Art Ordinance”); and WHEREAS, Section 3-2.404 of the Emeryville Municipal Code establishes the Emeryville Public Art Fund to implement the Art in Public Places Program; and WHEREAS, the City has implemented the annual Purchase Award Program since 2006 in connection with the annual Emeryville Celebration of the Arts Exhibition (“Art Exhibit”); and
WHEREAS, a five-person Selection Panel made up of 1) Christine Koppes, as outside arts professional; 2) Davis Ridenhuber as the Public Art Committee (“PAC”) representative; 3) Diane Martinez, as a community member; 4) Gwen Souza, as Emeryville Celebration of the Arts Board Representative; and 5) Sharion Friedrichsen, as City staff representative was appointed by the City Manager on September 15, 2024, based on the September 17, 2025 recommendation of the PAC, to review the Art Exhibit art works and make a recommendation on the selection of an art work to the PAC, for consideration by the City Council; and
WHEREAS, the Selection Panel convened on October 2, 2025, to review the art works and made a recommendation to select the artworks Search Party and Spinnaker by Steve Senter, and to acknowledge Cy Bowers and Adriana Fracchia for Honorable Mentions and Packard Jennings for a Special Award; and
WHEREAS, on October 2, 2025, the PAC considered the Selection Panel’s recommendations and recommended that the City Council approve the purchase of Steve Senter’s Search Party and Spinnaker and recognize Cy Bowers’ Fortuna in the City, Capricio of Love as Honorable Mention; and
WHEREAS, funding in an amount of $18,000 is necessary to cover the purchase, administrative and installation costs associated with the artwork selection, and is available in the Public Art Fund (Fund 243); now, therefore, be it RESOLVED, that the City Council of the City of Emeryville hereby approves the purchase of Search Party and Spinnaker By Steve Senter for the nineteenth Annual City of Emeryville Purchase Award Program; and be it further
RESOLVED, that the City Council of the City of Emeryville hereby acknowledges Fortuna in the City, Capricio of Love by Cy Bowers for Honorable Mention.
