MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
JANUARY 19, 2022, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Blakespear called the meeting to order at 3:02 P.M.
Present: Mayor Catherine S. Blakespear, Deputy Mayor Joe Mosca, Council Members Tony Kranz and Joy Lyndes
Absent: Council Member Kellie Shay Hinze
Also present: City Manager Antil, City Attorney Devaney, Fire Chief Stein, Deputy Fire Chief Ford, City Clerk Hollywood, and Deputy City Clerk Bingham There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Presentation by the Fire and Marine Safety Department and Fitch & Associates LLC regarding the Olivenhain Evacuation Plan and the Olivenhain Community Evacuation Analysis and Recommendations. Contact Person: Chief Stein RECOMMENDED ACTION: Receive the presentation from the Fire and Marine Safety Department and Fitch and Associates, LLC, and provide feedback.
Fire Chief Stein presented the staff report.
The consultant project team introduced themselves:
• Eric Nickel, Project Manager and Senior Consultant, Fitch &Associates • Ron Bravo, Principal Consultant, Fitch &Associates
• Shane Lauderdale, Principal Consultant, Fitch &Associates and Pyroanalysis • Tim Chavez, Fire Behavior Analyst, Fitch &Associates • Jaime Rodriquez, Traffic Engineer, Fitch &Associates and Traffic Patterns Ron Bravo presented the Olivenhain Community Evacuation Analysis and recommendations.
Staff and consultants responded to questions from the City Council.
