MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
FEBRUARY 16, 2022, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Blakespear called the meeting to order at 3:01 P.M.
Present: Mayor Catherine S. Blakespear, Deputy Mayor Joe Mosca, Council Members Kelly Shay Hinze, Tony Kranz, and Joy Lyndes
Absent: None
Also present: City Manager Antil, Assistant City Manager Campbell, City Attorney Devaney, Development Services Director Sapa'u, City Clerk Hollywood, and Deputy City Clerk Bingham
There being a quorum present, the meeting was in order.
AGENDA ITEM
1. Discussion of permitted land uses for the Pacific View site. Contact Person:
Development Services Director Sapa'u
RECOMMENDED ACTION: 1) Receive the report; and 2) Provide staff with direction on next steps for the site.
Development Services Director Sapa'u presented the staff report and responded to questions from the Council.

COUNCIL ACTION:
Kranz moved, Blakespear seconded to direct staff to provide the Council with a proposal and a timeline for a Cultural Arts Center relying on the permitted uses and utilizing the existing buildings, include potential funding proposal, use the active EACEA permit application as deemed necessary, and include staffing and budgeting considerations. Motion carried. Ayes: Blakespear, Hinze, Kranz, Lyndes, Mosca. Nays: None.
