CITY COUNCIL AND THE SAN DIEGUITO WATER DISTRICT

CALL TO ORDER/ROLL CALL
Deputy Mayor/President Mosca called the meeting to order at 4:30 p.m.
Present: City Council: Deputy Mayor Joe Mosca, Council Members Kellie Shay Hinze, Tony Kranz, and Joy Lyndes
Present: San Dieguito Water District: President Mosca, Board Members Kellie Shay Hinze, Tony Kranz, and Joy Lyndes
Absent: Mayor/Vice President Catherine S. Blakespear
Also present: City Manager Antil, City Attorney Preziosi, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
City Clerk Hollywood announced that the San Dieguito Water District Board Members receive an independent stipend of $100 for convening the Water District meetings pursuant to San Dieguito Water District Resolution No. 89-07. AGENDA ITEM
1. Return to remote “telephonic” (on-line) meetings effective May 18, 2022, due to COVID-19 outbreak at City facilities. Contact Person: City Manager Antil
Recommended Action: 1) City Council adopt City Council Resolution No. 2022-64 titled “A Resolution of The City Council of the City of Encinitas Making the Legally Required Findings to Authorize the Conduct of Remote “Telephonic” Meetings of the City Council and City Commissions, Committees and Legislative Bodies During the State of Emergency;” and 2) San Dieguito Water District Board adopt SDWD Resolution No. 2022-04 titled “A Resolution of the Board of Directors of the San Dieguito Water District Making the Legally Required Findings to Authorize the Conduct of Remote “Telephonic” Meetings of the Board of Directors During the State of Emergency.”
City Manager Antil presented the staff report and responded to questions from the Council/Board.

SPEAKERS:
Bruce Ehlers and Cindy Cremona spoke in opposition to the recommended action.
Susan Turney, Dean Turney, and Gerald Sodomka registered opposition to the recommended action but chose not to speak.
COUNCIL ACTION:
Kranz moved, Hinze seconded to adopt City Council Resolution No. 2022-64 titled “A Resolution of the City Council of the City of Encinitas Making the Legally Required Findings to Authorize the Conduct of Remote “Telephonic” Meetings of the City Council and City Commissions, Committees and Legislative Bodies During the State of Emergency.” Motion carried. Ayes: Hinze, Kranz, Lyndes, Mosca.
Nays: None. Absent: Blakespear.
BOARD ACTION:
Hinze moved, Lyndes seconded to adopt SDWD Resolution No. 2022- 04 titled “A Resolution of the Board of Directors of the San Dieguito Water District Making the Legally Required Findings to Authorize the Conduct of Remote “Telephonic” Meeting of the Board of Directors During the State of Emergency.” Motion carried. Ayes: Hinze, Kranz, Lyndes, Mosca. Nays: None. Absent: Blakespear.
ADJOURNMENT
