MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
JUNE 29, 2022, 11.00 A.M., 505 SOUTH VULCAN AVENUE
In the interest of public health, and consistent with the provisions of Assembly Bill 361 (AB 361) and related resolutions adopted by the City of Encinitas City Council, the City of Encinitas is temporarily taking actions to mitigate the COVID-19 pandemic by holding City Council Meetings electronically.
This was not an in -person meeting.
CALL TO ORDER/ROLL CALL
Council Member Lyndes called the meeting to order at 11:00 a.m.
Present: Council Members Kellie Shay Hinze, Tony Kranz, and Joy Lyndes
Absent: Mayor Catherine S. Blakespear and Deputy Mayor Joe Mosca Also present: Assistant City Manager Campbell, City Attorney Preziosi, Senior Engineer Olson, Finance Manager Kazungu, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Approval of Encina Wastewater Authority Fiscal Year 2022-23 Operating and Capital Budgets. Contact Person: Finance Manager Kazungu
Recommended Action: Adopt Resolution No. 2022-85 titled "A Resolution of the City Council of the City of Encinitas Approving the Fiscal Year 2022-23 Operating and Capital Budgets of the Encina Wastewater Authority in Accordance with the Joint Powers Basic Agreement."
Finance Manager Kazungu presented the staff report and responded to questions from the Council.
COUNCIL ACTION:
Kranz moved, Lyndes seconded to adopt Resolution No. 2022-85 titled "A Resolution of the City Council of the City of Encinitas Approving the Fiscal Year 2022-23 Operating and Capital Budgets of the Encina Wastewater Authority in Accordance with the Joint Powers Basic Agreement." 06/29/22 Special Meeting Page 1 Mtg. #2022- , Bk #38, Page

City Attorney Preziosi suggested that the motion be amended to include that the resolution be amended to reflect adopted at a special meeting of the City Council.
Kranz amended the motion, Lyndes seconded to adopt Resolution No. 2022- 85 titled "A Resolution of the City Council of the City of Encinitas Approving the Fiscal Year 2022-23 Operating and Capital Budgets of the Encina Wastewater Authority in Accordance with the Joint Powers Basic Agreement" amended to reflect that the resolution was adopted at a special meeting.
Motion Carried. Ayes: Hinze, Kranz, Lyndes. Nays: None. Absent: Blakespear and Mosca.
ADJOURNMENT
Council Member Lyndes adjourned the meeting at 11:04 a.m.
