MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
SEPTEMBER 6, 2022, 5: 00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Blakespear called the meeting to order at 5:00 p.m.
Present: Mayor Catherine S. Blakespear, Deputy Mayor Joe Mosca, Council Members Joy Lyndes and Tony Kranz
Absent: Council Member Kellie Shay Hinze
Also present: City Manager Antil, Assistant City Manager Campbell, Development Services Director Sapa'u, Deputy City Attorney Kristi Smith, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Approve the plans and Specifications for the Pacific View Site Project and Authorize Construction Bids. Contact Person: Assistant City Manager Campbell Recommended Action: 1) Approve the plans and specifications for the Pacific View Site Project; 2) Authorize the advertisement of the Pacific View Site Project for construction bids, and 3) Adopt Resolution No. 2022-97 titled, "A Resolutions of the City Council of the City of Encinitas Approving the Design and Plans for Improvements to the Pacific View Site Project, Pursuant to Government Code Section 830.6"
Assistant City Manager Campbell presented the staff report and introduced Jeff Katz with Jeff Katz Architecture, who reviewed the project plans and specifications and responded to questions from the Council.

COUNCIL ACTION:
Blakespear moved, Kranz seconded to: 1) Approve the plans and specifications for the Pacific View Site Project; 2) Authorize the advertisement of the Pacific View Site Project for construction bids; 3) Adopt Resolution No. 2022-97 titled, "A Resolution of the City Council of the City of Encinitas Approving the Design and Plans for Improvement to the Pacific View Site Project, Pursuant to Government Code Section 830.6;" 4) Include an addendum to provide options for the salvage and reuse of materials and the reinstallation of the canopy and benches; and 5) Refer the color palette to the Arts Commission and to conduct public outreach with the Encinitas Friends of the Arts. Motion Carried. Ayes: Blakespear, Kranz, Lyndes, Mosca. Absent: Hinze. Nays: None.
