MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
FEBRUARY 13, 2023, 2:00 P.M., 1140 OAKCREST PARK DRIVE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 2:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Absent: None
Also present: City Manager Antil, Assistant City Manager Campbell, City Clerk Hollywood, Director of Administrative Services Schwarm, Director of Development Services Sapa’u, Director of Engineering Bankston, Director of Finance/City Treasurer McBroome, Director of Human Resources & Workers’ Compensation Bokosky, Director of Information & Technology Contreras, Director of Parks, Recreation & Cultural Arts Karlen, Director of Public Works Mabry, General Manager Hireish, and Facilitators Julia Novak and John Nalbandian from Raftelis
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. City Council Strategy Workshop. Contact Person: City Manager Antil (Please note this is not a budget/CIP workshop. The budget/CIP workshops are scheduled for City Council meetings on March 8, 2023 and March 22, 2023.
Recommended Action: Mayor, City Council, City Manager, City Attorney and Assistant City Manager to discuss organizational strategic objectives, goals and desired outcomes for the future.
SPEAKERS:
Judy Berlfein spoke.
Facilitator Julia Novak provided an overview of the workshop format, and objectives for the day.
City executive staff and City Council members introduced themselves.
Facilitator John Nalbandian presented “Bridging the Gap,” the importance of roles, values, and different perspectives in creating effective governing bodies.
The Mayor, City Council, City Manager, Assistant City Manager and executive staff participated in break-out group discussions.
