MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
MARCH 15, 2023, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Finance Director McBroome, Assistant Director of Finance Gallup, Finance Manager Sanderson, Director of Engineering Bankston, Fire Chief Gordon, Development Services Director Sapa’u, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Discussion and direction on the City 2023-24 General Operating and Capital Improvement Budgets. Contact Person: Director of Finance/City Treasurer McBroome
RECOMMENDED ACTION: Receive the oral presentation, discuss, and provide direction on the City 2023-24 General Operating and Capital Improvement Budgets.
City Manager Antil and Director of Finance/City Treasurer McBroome presented the staff report and responded to preliminary questions from the Council.
SPEAKERS:
The following individuals spoke regarding safe rail crossings, quiet zone, and pedestrian safety improvements in Leucadia: Dianna Nunez, Rob Fleener, Mary Anne Penton, and James Ravanel.
Theresa Beauchamp and Bob Kent spoke regarding the prioritization of a 100% affordable housing project.
The City Council discussed and provided comments regarding the City’s General Operating Budget and Capital Improvement Program Budget. Staff responded to questions from the Council.
City Manager Antil provided an overview and recap of the items that the Council identified as priorities.
