MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
MAY 24, 2023, 4:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 4:01 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Director of Finance/City Treasurer McBroome, Assistant Director of Finance Gallup, Finance Manager Sanderson, Director of Engineering Bankston, Parks, Recreation, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Introduction of City Manager’s Proposed Fiscal Year 2023-24 Operating and Capital Budgets. Contact Persons: Finance Manager Sanderson and Assistant Director of Finance Gallup
RECOMMENDED ACTION: 1) Review proposed FY 2023-24 operating and capital budgets; 2) Receive public input; and 3) Provide direction to staff regarding revisions to the proposed operating and capital budgets for final consideration and adoption on June 14, 2023.
Director of Finance/City Treasurer McBroome and Finance Manager Sanderson presented the staff report and responded to questions from the Council.
SPEAKERS:
Donna Westbrook, Scott Campbell, and Elena Thompson spoke regarding this item.
The City Council discussed and provided comments regarding the City’s General Operating Budget and Capital Improvement Program Budget. Staff responded to questions from the Council.
COUNCIL ACTION:
Kranz moved, Hinze seconded to approve the draft budgets as presented.
Motion Carried. Ayes: Blackwell, Ehlers, Hinze, Kranz, and Lyndes. Nays:
None. Absent: None.
