MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
JUNE 28, 2023, 5:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 5:01 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Absent: None
Also present: Acting City Manager/Assistant City Manager Campbell, City Attorney Preziosi, Director of Director of Engineering Bankston, Parks, Recreation and Cultural Arts Director Karlen, Sheriff’s Captain Lawrence, Fire Chief Gordon, Traffic Engineer Bandegan, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Ratify proclamation of local emergency for bicycle, e-bicycle and motorized mobility device safety and authorize expenditures for public awareness, education, and enforcement. Contact Person: Assistant City Manager Campbell
Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
Recommended Action: 1) Adopt Resolution No. 2023-86, titled “A Resolution of the City Council of the City of Encinitas Ratifying the Director of Emergency Services Proclamation of the Existence of a Local Emergency and Continuing the Proclamation of the Local Emergency for Bicycle, E-Bicycle, and Motorized Mobility Device Safety;” and 2) Authorize expenditures for public awareness, education, and enforcement.
Acting City Manager/Assistant City Manager Campbell presented the staff report and responded to questions from the Council.

COUNCIL ACTION:
Lyndes moved, Hinze seconded to: 1) Adopt Resolution No. 2023-86, titled “A Resolution of the City Council of the City of Encinitas Ratifying the Director of Emergency Services Proclamation of the Existence of a Local Emergency and Continuing the Proclamation of the Local Emergency for Bicycle, E-Bicycle, and Motorized Mobility Device Safety amended to change the word “accidents” to “collisions” in Item #5;” and 2) Authorize expenditures for public awareness, education, and enforcement. Motion Carried. Ayes: Blackwell, Ehlers, Hinze, and Lyndes. Nays: None. Absent: None.
ADJOURNMENT
Mayor Kranz adjourned the meeting at 6:14 p.m. in memory of Brodee Champlain-Kingman.
