MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
JUNE 29, 2023, 6:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 6:01 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell (arrived at 6:03 p.m.), Bruce Ehlers, and Kellie Shay Hinze (arrived at 6:06 p.m.)
Absent: None
Also present: Acting City Manager/Assistant City Manager Campbell, City Attorney Preziosi, Administrative Services Director Schwarm, Development Services Director Sapa’u, and City Clerk Hollywood
There being a quorum present, the meeting was in order.
CLOSED SESSION
1. CLOSED SESSION: CONFERENCE WITH REAL PROPERTY NEGOTIATOR AUTHORITY: Government Code Section 54956.8

35 CITY NEGOTIATORS: Roy Sapa’u, Development Services Director TO NEGOTIATE WITH: Brian Grover and Lennar Homes of CA, LLC UNDER NEGOTIATION: Easement Price and Terms

Mayor and City Council adjourned into Closed Session at 6:31 p.m.
Mayor and City Council reconvened into open session at 7:43 p.m.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported that the City Council held a Closed Session at approximately 6:00 p.m., to consider the one item on the agenda and they took the following reportable actions: 1) Order an appraisal of the real property; 2) Conduct a survey with an independent surveyor; 3) City Council replaced Development Services Director Sapa’u with Administrative Services Director Schwarm as the City’s negotiator; and 4) Authorize the City Manager to engage the services of a real estate professional for purposes of negotiation.
