MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
AUGUST 16, 2023, 3:30 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:31 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Bruce Ehlers, Allison Blackwell, and Kellie Shay Hinze (arrived at 4:35 p.m.)
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Director of Administrative Services Schwarm, Development Services Director Sapa’u (Items 1-2), Special Counsel Dolores Dalton (Item 1), Special Counsel Bruce Gridley (Item 2), Special Counsel Mitch Dean (Items 3-4), City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.

Mayor and City Council adjourned into Closed Session at 3:35 p.m.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported that the City Council held a Closed Session at approximately 3:30 p.m. to consider four items, and there were no reportable actions.
City Attorney Preziosi also announced that for Closed Session Item 1, Council Member Ehlers had recused himself, and for Closed Session Item 3, Council Member Hinze had recused herself.
ADJOURNMENT
Mayor Kranz adjourned the meeting at 5:10 p.m.
