MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
AUGUST 23, 2023, 4:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 4:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell and Bruce Ehlers
Absent: Council Member Kellie Shay Hinze
Also present: City Manager Antil, City Attorney Preziosi, Development Services Director Sapa’u, Planning Manager Anders, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Informational update regarding the Homeless Action Plan (“HAP”) service providers and partners. Contact Person: Homeless Solutions Manager Gonzales
Environmental Considerations: The action before the City Council is categorically exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
RECOMMENDED ACTION: Receive a report and informational update from current contracted service providers and community partners that assist the City of Encinitas (“City”) with implementing the HAP.
Planning Manager Anders, Sheriff’s Deputy Wells, Christina Harper representing McCallister Institute, Mathew Brown representing County of San Diego Health and Human Services, Nichole McCune representing Jewish Family Services, Daniel Sturman representing PATH San Diego, Rebecca Nussbaum representing the Community Resource Center, and Tamera Kohler representing San Diego Regional Task Force on Homelessness presented the staff report and responded to questions from the Council.
