MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING

CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 5:30 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Bruce Ehlers, Allison Blackwell, and Kellie Shay Hinze (Participating via teleconference from 4971 Pepelani Loop, Princeville, HI 96722)
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Assistant City Manager Campbell, Director of Administrative Services Schwarm, Development Services Director Sapa’u (Item 1), Human Resources Director Bokosky (Item 2), Special Counsel Scott Noya (Item 1), Special Counsel Mitch Dean (Item 3), Special Counsel Kimberly Sullivan (Item 3), City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.

Mayor Kranz announced that Council Member Hinze would be recusing herself from Closed Session Item #3 as she had done in the past.

SPEAKERS:
Dennis Kaden, Karen Kaden, and Donna Westbrook spoke regarding Closed Session Item #1.
Mayor and City Council adjourned into Closed Session at 5:43 p.m.
Council Member Hinze recused herself from Closed Session Item #3 and left the Closed Session meeting at 7:05 p.m.
Mayor and City Council reconvened into open session at 7:17 p.m.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported that the City Council held a Closed Session at approximately 5:30 p.m., to consider three items as listed on the agenda, and there were no reportable actions.
ADJOURNMENT
Mayor Kranz adjourned the meeting at 7:18 p.m.
