MINUTES OF THE ENCINITAS CITY COUNCIL AND INFRASTRUCTURE
TASK FORCE JOINT SPECIAL MEETING
NOVEMBER 15, 2023, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:00 p.m.
Present: City Council: Mayor Tony Kranz Deputy Mayor Joy Lyndes, Council Members Allision Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Infrastructure Task Force (ITF): Chair Linda Culp, Vice Chair Scott Maloni, Members Diana Mansi-Nunez, Nicole Moreland, Kendra Rowley, and Richard Stern
Absent: ITF Member Nivardo Valenzuela
Also present: City Manager Antil, City Attorney Preziosi, Director of Engineering Bankston, City Clerk Hollywood and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Infrastructure Task Force Update and Input on Project Ranking Rubric, Project List and Final Report. Contact Person: Engineering Director Bankston
Environmental Considerations: It has been determined that the recommendations are exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15060(c)(3) of the CEQA Guidelines since the action is not a “project” as defined in Section 15378(b)(5). The action is an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environment.
Recommended Action: 1) Receive update on Infrastructure Task Force Work to Date; 2) Provide input on the ITF Project Ranking Rubric; 3) Provide input on the ITF City Infrastructure Needs Project List; and 4) Provide direction on the ITF Final Report.
Mayor Kranz provided opening comments.
Director of Engineering Bankston provided an update on the Infrastructure Task Force work to date and an overview of future efforts.

Amy Restelli from Kimley Horn provided an overview of the Draft Project Ranking Rubric and responded to questions from the City Council.
Director of Engineering Bankston and ITF Chair Culp responded to questions from the City Co uncil.
Mayor Kranz left the meeting at 3:44 p.m. and returned at 3:51 p.m.
Director of Engineering Bankston provided an overview of the Master Project list and the preliminary estimated costs.
ITF Member Mansi-Nunez, ITF Vice-Chair Maloni and ITF Member Stern provided comments and feedback to the City Council.
The City Council discussed and provided direction to staff regarding the Master Project List, preliminary estimated costs, and the Infrastructure Task Force final report.
ADJOURNMENT
Mayor Kranz adjourned the meeting at 4:58 p.m.
