MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
NOVEMBER 28, 2023, 4:30 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 4:30 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Absent: None
Also present: City Attorney Preziosi (Items 1-2), City Manager Antil (Items 1-2), Assistant City Manager Campbell (Items 1-2), Deputy City Manager Sapa’u (Items 1-2), Administrative Services Director Schwarm (Items 1-2), Director of Engineering Bankston (Item 1); Special Counsel Mitch Dean (Item 1), Sheriff’s Captain Lawrence (Item 2), Special Counsel Gary Kraken (Item 2), Deputy City Clerk Weichers, and Program Coordinator Rapp
There being a quorum present, the meeting was in order.

Mayor and City Council adjourned into Closed Session at 4:32 p.m.
Council reconvened the meeting into open session at 6:45 p.m.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported that the City Council held a Closed Session to consider two items.
He reported that regarding Closed Session Item 1 – Conference with Legal Counsel, Significant Exposure to Litigation, Potential Cases (2), case one had no reportable action and case two was not heard.
He reported that regarding Closed Session Item 2 – Conference with Legal Counsel, Whether to Initiate Litigation, Potential Cases (2) - no reportable actions were taken on either case.
