MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
DECEMBER 13, 2023, 4:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 4:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Joy Lyndes, Council Members Allison Blackwell, Bruce Ehlers and Kellie Shay Hinze
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Director of Utilities Hireish, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Presentation of City of Encinitas Sewer Rate Cost of Service Study for the Cardiff Sanitary District (CSD) and the Encinitas Sanitary District (ESD). Contact Person:

Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
Recommended Action: 1) Review and discuss the City’s Sewer Cost of Service Study for CSD and ESD; 2) Review and discuss the City’s Capacity fee; and 3) Provide direction to staff.
Director of Utilities Hireish introduced the agenda item and Carmen Kasner from Ardurra presented the staff report, provided an overview of the City’s Sewer Cost of Service Study for CSD and ESD, and responded to questions from the Council.
The City Council discussed and provided input to staff for options to bring back when the final report is presented.

Mayor Kranz adjourned the meeting at 5:18 p.m.
