MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING

CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 4:08 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Allision Blackwell, Council Members Bruce Ehlers, Kellie Shay Hinze, and Joy Lyndes
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Director of Finance and City Treasurer McBroome, Assistant Director of Finance Gallup, City Clerk Hollywood, and Program Coordinator Rapp
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1.Discussion and direction on the City 2024-25 General Operating and Capital Improvement Budgets. Contact Person: Director of Finance/City Treasurer McBroome
RECOMMENDED ACTION: Receive the oral presentation, discuss, and provide direction on the City 2024-25 General Operating and Capital Improvement Budgets.
City Manager Antil introduced the framework for the budget workshop and provided a recap of the February strategic workshop including the Fiscal 2024-25 Council Goals.
Assistant Director of Finance Gallup presented the oral staff report and provided an overview of the following: financial structure, FY 25 General Fund Revenue, FY 25 General Fund Revenue-Taxes, FY General Fund Expenditures, long-range financial plan, FY Revenue-Property Tax, FY 25 debt service FY24 to FY25, General Fund financial status, FY 25 General Fund unassigned fund balance, base budget, Capital Improvement Program - planned and programmed, other items noted for consideration, and next steps.

The City Council discussed the information provided in the budget presentation and provided feedback to staff.
City Manager Antil provided an overview and recap of the items that the Council identified as priorities to be included for consideration at the next budget workshop.
