MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING

CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Allison Blackwell, Council Members Bruce Ehlers, Kellie Shay Hinze (arrived at 3:02 p.m.), and Joy Lyndes
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Assistant City Manager Campbell, Deputy City Manager Sapa’u, Administrative Services Director Schwarm, Director of Engineering Bankston, Special Counsel Scott Noya, Special Counsel Mitch Dean, City Clerk Hollywood, and Program Coordinator Rapp
