MINUTES OF THE ENCINITAS CITY COUNCIL AND PLANNING
COMMISSION JOINT SPECIAL MEETING
JUNE 26, 2024, 3:30 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:30 p.m.
Present: City Council: Mayor Tony Kranz, Deputy Mayor Allision Blackwell, Council Members Bruce Ehlers, Kellie Shay Hinze, and Joy Lyndes
Planning Commission: Chair Stephen Dalton, Vice Chair Chris Ryan, Planning Commissioners Robert Prendergast, Susan Sherod, and William Whitteker
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Development Services Director Kusiak, Planning Manager Anders, Housing Services Manager Dacey, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. A Joint Special Meeting with the City Council and Planning Commission to provide an update on the El Camino Real Specific Plan (ECRSP) PLCY-007016-2024.

Environmental Considerations: The action before the City Council is categorically exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines in that the item is an informational status update of the ECRSP project. The action involves an organizational or administrative activity of government that will not result in direct or indirect physical change in the environment. Additionally, a Draft Initial Study/Mitigated Negative Declaration (IS/MND) has been prepared for the ECRSP project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15105(b) and is currently in the 30-day public review comment period which began on June 3, 2024, and ends on July 2, 2024. Written comments are required to be submitted to the City no later than 5:00 PM on July 2, 2024.
Recommended Action: Receive a report and an overview on the draft El Camino Real Specific Plan and draft Initial Study/Mitigated Negative Declaration.

Housing Services Manager Dacey, Development Services staff, and Brooke Peterson from RICK presented the staff report and responded to questions from the City Council and the Planning Commission.

City Council and Planning Commission discussed and provided comments regarding the draft El Camino Real Specific Plan and draft Initial Study/Mitigated Negative Declaration.
