MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
OCTOBER 9, 2024, 5:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 5:01 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Allision Blackwell, and Council Member Bruce Ehlers
Absent: Council Members Kellie Shay Hinze and Joy Lyndes
Also present: City Manager Antil, Assistant City Manager Campbell, Deputy City Manager Sapa’u, City Attorney Preziosi, Administrative Services Director Schwarm, City Engineer Bankston, City Clerk Hollywood, and Management Analyst Rapp
There being a quorum present, the meeting was in order.
CLOSED SESSION
1. CLOSED SESSION: CONFERENCE WITH REAL PROPERTY NEGOTIATOR AUTHORITY: Government Code 54956.8
PROPERTIES: 100 & 200 Carlsbad Boulevard, Encinitas, CA APNs 216-042-01-00 & 216-042-05-00
CITY NEGOTIATOR: Jill Bankston, Director of Engineering TO NEGOTIATE WITH: North County Transit District, Shawn Donaghy, CEO and Sarah Bottom, Manager of Real Estate
UNDER NEGOTIATION: Potential Easement Price & Terms
There were no public speakers.
Mayor and City Council adjourned into Closed Session at 5:03 p.m.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported at the 6:00 p.m., regular City Council meeting that the City Council held a Closed Session at approximately 5:00 p.m., to discuss one matter and the City Council discussed price and terms and voted with a 3-0 vote (Hinze and Lyndes absent) to authorize City Engineer Jill Bankston to engage in further negotiations on a reciprocal easement with the North County Transit District.
ADJOURNMENT
Mayor Kranz adjourned the meeting at 5:34 p.m.
