MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
NOVEMBER 20, 2024, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Allision Blackwell, and Council Members Bruce Ehlers, Joy Lyndes, and Kellie Shay Hinze (arrived at 3:02 p.m.)
Absent: None
Also present: Assistant City Manager Campbell, Deputy City Manager Sapa’u, City Attorney Preziosi, Administrative Services Director Schwarm, Special Counsel Scott Noya, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.

Mayor and City Council adjourned into Closed Session at 3:48 p.m.
Mayor and City Council reconvened into Open Session at 4:31 p.m.
City Clerk Hollywood reported that all members of the Council were present with the exception of Council Member Kellie Shay Hinze.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported that the City Council held a Closed Session at approximately 3:00 p.m., to discuss two items. Agenda, City Negotiators were Scott Noya, Special Counsel, and Jace Schwarm, Administrative Services Directo to negotiate with Brian Grover and Lennar Homes of CA, LLC, under discussion were easement price and terms; neither Mr. Grover or any representatives of Lennar Homes were present. While in Closed Session the City Council voted 5-0 to further instruct the City negotiators to negotiate price and terms of the easement. The second item Public Employee Performance Evaluation under the authority of Government Code Section 54957, the employment title City Manager, the City Council under the motion by Mayor Kranz, and seconded by Council Member Ehlers, the City Council voted 5-0 to authorize the execution of a mutual agreement between the City and Ms. Antil (City Manager), the agreement will conclude Ms. Antil’s employment as City Manager effective November 20, 2024, on terms that were consistent with her existing employment agreement with the City. Assistant City Manager Jennifer Campbell will serve as the Acting City Manager for the immediate future.
