MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
MARCH 26, 2025, 4:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:00 p.m.
Present: Mayor Bruce Ehlers, Council Members Jim O’Hara (arrived at 4:39 p.m.), Marco San Antonio, and Luke Shaffer
Absent: Deputy Mayor Joy Lyndes
Also present: City Manager Campbell, City Attorney Preziosi, Director of Finance and City Treasurer Gallup, Finance Manager Sanderson, Director of Engineering Bankston, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Discussion and direction on the City FY 2025-26 Operating and Capital Improvement Budgets. Contact Person: Director of Finance/City Treasurer Gallup Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
RECOMMENDED ACTION: Receive the oral presentation, discuss, and provide direction on the City FY 2025-26 Operating and Capital Improvement Budgets.
Director of Finance Gallup and City Manager Campbell presented the staff report and responded to preliminary questions from the Council.
SPEAKERS:
Diana Nunez, June Honsberger, Bernadette Dillon, Scott Campbell, Tony Kranz, and Kristine Schindler spoke regarding this item.
Staff responded to questions from the Council.
The City Council discussed the information provided in the budget presentation and provided feedback to staff.
City Manager Campbell provided an overview and recap of the items that the Council identified as priorities to be included for consideration at the next budget workshop.
