MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
MAY 28, 2025, 4:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:00 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara, Marco San Antonio, and Luke Shaffer
Absent: None
Also present: City Manager Campbell, City Attorney Preziosi, Director of Finance/City Treasurer Gallup, Finance Manager Sanderson, Director of Engineering Bankston, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Introduction of City Manager’s Proposed Fiscal Year 2025-26 Operating and Capital Budgets. Contact Person: Finance Manager Sanderson
Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
RECOMMENDED ACTION: Staff recommends that City Council take the following actions: 1) Review proposed FY 2025-26 operating and capital budgets; 2) Receive public input; and 3) Provide direction to staff regarding revisions to the proposed operating and capital budgets for final consideration and adoption on June 18, 2025.
City Manager Campbell provided opening remarks regarding the introduction of the proposed FY 2025-26 operating and capital budgets.
Director of Finance/City Treasurer Gallup and Finance Manager Sanderson presented the staff report and responded to questions from the Council.

The Mayor and City Council provided comments regarding the proposed budgets.

Director of Finance/City Treasurer Gallup stated statf will bring the FY 2025-26 operating and capital budgets for approval consideration at the June 18, 2025 Regular City Council Meeting at 6:00 p.m.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 4:53 p.m.
