MINUTES OF THE ENCINITAS CITY COUNCIL AND MOBILITY AND
TRAFFIC SAFETY COMMISSION JOINT SPECIAL MEETING
JUNE 25, 2025, 4:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:00 p.m.
Present: City Council: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara (arrived at 4:11 p.m.), Marco San Antonio, and Luke Shaffer
Mobility and Traffic Safety Commission: Vice Chair Patricia Trauth, Commissioners Chris Duncan, Glen Johnson, Ronald Medak, and Paul Templin
Absent: Commissioners James Gross and David Thile
Also present: City Manager Campbell, City Attorney Preziosi, Director of Engineering Bankston, City Traffic Engineer Bandegan, Sheriff’s Sergeant Trampus, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEM
1. Joint Meeting of the City Council and Mobility and Traffic Safety Commission (MTSC) to Discuss MTSC Work Plan. Contact Person: City Traffic Engineer Bandegan
Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
Recommended Action: Approve the MTSC Work Plan.
City Traffic Engineer Bandegan and Mobility and Traffic Safety Commission Chair Trauth presented the staff report.

The City Council discussed and provided comments regarding the Mobility and Safety Commission’s proposed workplan.
City Manager Campbell responded to questions from the City Council and provided an update on mobility focused items scheduled for future City Council meetings.
Mobility and Traffic Safety Commission Members provided comments and responded to questions from the City Council.
COUNCIL ACTIONS:
Lyndes moved, Ehlers seconded to direct staff to agendize a declaration of a local roadway state of emergency at the next City Council meeting. Motion Carried. Ayes: Ehlers, Lyndes, O’Hara, San Antonio, and Shaffer. Nays: None.
Absent: None. Abstain: None.
Ehlers moved, Shaffer seconded to approve the workplan AMENDED as follows: 1) amend Task 1 Project to include “and if possible consistent with neighboring cities”; 2) remove Items 2 and 9 from the workplan; 3) amend Task 3 Description to add: a) review of signal timing and synchronization process between CalTrans and the City and b) investigate alternate bike routes east/west to better separate vehicles, bicyclists and pedestrians; 4) add consideration of SB 645 pilot program and make recommendations to the City Council; 5) make recommendations to the City Council using the classic definition of “Vision Zero;” and 6) explore and make recommendations for safety legislation. Motion Carried. Ayes: Ehlers, Lyndes, O’Hara, San Antonio, and Shaffer. Nays: None. Absent: None. Abstain: None.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 6:04 p.m.
