MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
AUGUST 20, 2025, 5:00 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 5:00 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara (arrived at 5:05 p.m.), Luke Shaffer, and Marco San Antonio
Absent: None
Also present: City Manager Campbell, City Attorney Preziosi, Assistant City Manager Schwarm, Director of Human Resources Judy von Kalinowski, Special Counsel Tim Davis, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.

1. CLOSED SESSION: CONFERENCE WITH LABOR NEGOTIATOR
AUTHORITY: Government Code 54957.6
CITY’S NEGOTIATOR: Judy von Kalinowski, Human Resources Director & Timothy Davis, Attorney
EMPLOYEE ORGANIZATION: Encinitas Fire Fighters Association, (EFFA), IAFF 3787
There were no public speakers.
The Mayor and City Council adjourned into Closed Session at 5:01 p.m.
REPORT FROM CLOSED SESSION
City Attorney Preziosi reported at the 6:00 p.m. regular City Council meeting that the City Council held a Closed Session at approximately 5:00 p.m. to discuss one matter listed on the Closed Session Agenda and there was no reportable action.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 6:02 p.m.
