MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
OCTOBER 20, 2025, 3:30 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 3:30 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes (arrived at 3:41 p.m.), Council Members Jim O’Hara (left the Closed Session at 5:45 p.m.), Marco San Antonio, and Luke Shaffer (arrived at 3:31 p.m.)
Absent: None
Also present: City Manager Campbell, City Attorney Preziosi (not present during the Closed Session), Assistant City Manager Schwarm, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.

2. CLOSED SESSION: CONFERENCE WITH LABOR NEGOTIATOR

CITY’S NEGOTIATOR: Judy von Kalinowski, Human Resource Director & Timothy Davis, Attorney
EMPLOYEE ORGANIZATION: Encinitas Fire Fighters Association, (EFFA), IAFF 3787
There were no public speakers.
The Mayor and City Council adjourned into Closed Session at 3:32 p.m.
Council Member O’Hara left the Closed Session meeting at 5:45 p.m.
REPORT FROM CLOSED SESSION
Mayor Ehlers reported that the City Council held a Closed Session to discuss two items listed on the Closed Session Agenda, and the City Council took no reportable actions.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 6:34 p.m.
