MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
OCTOBER 22, 2025, 4:00 P.M., 505 SOUTH VULCAN AVENUE

CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:01 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara (arrived at 4:02 p.m.), Marco San Antonio, and Luke Shaffer
Absent: None
Also present: City Manager Campbell, Assistant City Manager Schwarm, Deputy City Manager James, City Attorney Preziosi, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Receive report on the FY2025-2026 City Council Work Plan – 1st Quarter Objectives Update. Contact Person: City Manager Campbell Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment.
Recommended Action: City Council to receive and provide possible direction on the FY2025-2026 City Council Work Plan Objectives – 1st Quarter Update.
City Manager Campbell presented the staff report.
City Staff responded to questions from the Council.
Council Member San Antonio left the Council Chambers at 5:05 p.m., and returned to Council Chambers at 5:07 p.m.
City Council discussed and provided feedback to staff regarding the City Council Work Plan.
