MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
OCTOBER 29, 2025, 3:30 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 3:31 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara (arrived at 3:33 p.m.), Marco San Antonio (arrived at 3:35 p.m.), and Luke Shaffer
Absent: None
Also present: City Manager Campbell, City Attorney Preziosi (Item 2), Assistant City Manager Schwarm, Director of Human Resources von Kalinowski (Item 2), Special Council Tim Davis (Item 2), Deputy City Clerk Weichers, and Management Analyst Rapp
There being a quorum present, the meeting was in order.

There were no public speakers.
The Mayor and City Council adjourned into Closed Session at 3:34 p.m. and reconvened into open session at 6:16 p.m.
REPORT FROM CLOSED SESSION
Mayor Ehlers reported that the City Council held a Closed Session at approximately 3:30 p.m. to consider two items, and the City Council took no reportable actions.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 6:17 p.m.
