MINUTES OF THE ENCINITAS CITY COUNCIL AND PLANNING
COMMISSION JOINT SPECIAL MEETING
OCTOBER 29, 2025, 6:00 P.M., 505 SOUTH VULCAN AVENUE

CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 6:18 p.m.
Present: City Council: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara (left the meeting at 7:27 p.m.), Marco San Antonio, and Luke Shaffer
Planning Commission: Chair Stephen Dalton, Vice Chair Christine Ryan, Commissioners Robert Prendergast, Susan Sherod, and Brent Whitteker
Absent: None
Also present: City Manager Campbell, City Attorney Preziosi, Director of Development Services Drapkin, Assistant Director of Development Services Openshaw, Planning Manager Anders, Senior Planner Cadona, Deputy City Clerk Weichers and Management Analyst Rapp
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Joint community workshop with the City Council and Planning Commission to review and receive feedback on (1) the draft implementing ordinance for AB 2011/SB 6 and AB 2243 and (2) amendments to the Downtown Encinitas and North 101 Corridor Specific Plans to add objective design standards for housing development projects. Contact Persons: Senior Planner Cadona and Planning Manager Anders
Environmental Considerations: The actions being considered by the City Council are exempt from the California Environmental Quality Act (CEQA) because they are not a “project” under Section 15378(b)(5) of CEQA Guidelines. The actions involve organizational or administrative activities of government that will not result in a direct or indirect physical change in the environment.
Recommended Action: Receive the report and provide feedback regarding the draft implementing ordinance and draft objective design standards for the Downtown Encinitas and North 101 Corridor Specific Plan presented in this report.
Senior Planner Cadona, Director of Development Services Drapkin, and Matt Gelbman Senior Urban Planner with Ascent presented the staff report and answered preliminary questions from the Council.

City Staff responded to questions and feedback from the Council and Planning Commission.
