MINUTES OF THE ENCINITAS SPECIAL JOINT CITY COUNCIL AND
COMMISSION FOR THE ARTS MEETING
NOVEMBER 12, 2025, 4:00 P.M., 505 SOUTH VULCAN AVENUE

CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:01 p.m.
Present: City Council: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara, Marco San Antonio, and Luke Shaffer
Commission for the Arts: Chair Katy Fox, Vice Chair Jennifer Marakovits, Commissioners Vicki Campbell, Robin Fator, James Hebert, and Carla Roemer
Absent: Commissioner Niyati Kadakia
Also present: City Manager Campbell, Assistant City Manager Schwarm, City Attorney Preziosi, Parks Recreation, and Cultural Arts Director Knopp, Arts Division Manager Murphy, Senior Management Analyst Gilliam, City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Pacific View Arts Center report on first year of operations. Contact Person: Arts Division Manager Murphy
Environmental Considerations: The actions being considered by the City Council are exempt from the California Environmental Quality Act (CEQA) because they are not a “project” under Section 15378(b)(5) of CEQA Guidelines. The actions involve organizational or administrative activities of government that will not result in a direct or indirect physical change in the environment.
Recommended Action: Receive and discuss the Pacific View Arts Center report and consider potential direction from the City Council.
Arts Division Manager Murphy and City Staff presented the staff report and responded to preliminary questions from the Council and the Commission.
