MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
NOVEMBER 19, 2025, 3:00 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 3:00 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Joy Lyndes, Council Members Jim O’Hara (arrived at 3:01 p.m.), Marco San Antonio, and Luke Shaffer
Absent: None
Also present: City Manager Campbell, City Attorney Preziosi (not present during closed session), Assistant City Manager Schwarm, Special Counsel Ajit Thind, Special Counsel Andrew Jared, Special Counsel Michael Colantuono, Deputy City Clerk Weichers, and Management Analyst Rapp
There being a quorum present, the meeting was in order.
CLOSED SESSION
1. CLOSED SESSION: PUBLIC EMPLOYEE APPOINTMENT
AUTHORITY: Government Code 54957 b (1)
TITLE: City Attorney
There were no public speakers.
The Mayor and City Council adjourned into Closed Session at 3:01 p.m.
REPORT FROM CLOSED SESSION
At the Regular City Council meeting held at 6:00 p.m., Mayor Ehlers reported that the City Council held a Closed Session at approximately 3:00 p.m. to consider one item, and the City Council voted unanimously 5-0 to appoint, effective December 1, 2025, Ajit Thind as Interim City Attorney and Andrew Jared as Interim Assistant City Attorney from the firm Colantuono, Highsmith & Whatley, PC; under the same terms and conditions as the existing City Attorney Agreement; Staff with bring back an agreement for ratification and approval at the December 10, 2025, City Council Meeting.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 4:36 p.m.
