MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
DECEMBER 17, 2025, 3:30 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024 CALL TO ORDER/ROLL CALL Mayor Ehlers called the meeting to order at 3:30 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Jim O’Hara (arrived at 3:37 p.m.), Council Members Joy Lyndes, Marco San Antonio, and Luke Shaffer Absent: None
Also present: City Manager Campbell, Interim City Attorney Thind, Assistant City Manager Schwarm, Special Council Michael Colantuono (Item #1), Deputy City Clerk Weichers, and Management Analyst Rapp There being a quorum present, the meeting was in order.

The Mayor and City Council adjourned into Closed Session at 3:31 p.m. REPORT FROM CLOSED SESSION At the Regular 6:00 p.m. City Council Meeting Mayor Ehlers reported that the City Council held a Closed Session at approximately 3:30 p.m. to consider three items and there were no reportable actions.
