MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
FEBRUARY 11, 2026, 4:00 P.M., 505 SOUTH VULCAN AVENUE,
ENCINITAS, CA 92024
CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:08 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Jim O’Hara, Council Members Joy Lyndes, Marco San Antonio, and Luke Shaffer
Absent: None
Also present: City Manager Campbell, Interim City Attorney Thind, Assistant City Manager Schwarm, Director of Development Services Drapkin, Deputy City Clerk Weichers, and Management Analyst Rapp
There being a quorum present, the meeting was in order.
AGENDA ITEM
1. Status update regarding the implementation of the Homeless Action Plan (HAP).
Contact Persons: Homeless Programs Coordinator Pugh and Planning Manager Anders
Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environment.
Recommended Action: Receive a report and status update regarding the implementation of the HAP and receive City Council direction on the 2026 – 2031 HAP progress update draft and the proposed three community outreach meetings to gather public input on the draft document.
Homeless Solutions Coordinator Pugh and Planning Manager Anders presented the staff report and responded to preliminary Council questions.

Rebecca Nussbaum, Scott Campbell, Theresa Beauchamp, Diana Kutlow, Elena Thompson, Bob Kent, James Hagen, Jim Stiven, and Russell Levan spoke.
Kim Piker, Barbara Takashima, and Gail Cerelli registered support but did not wish to speak.
City Manager Campbell gave clarifying information on the Safe Parking Program.
Staff and Paul Armstrong, Chief of Staff with the San Diego Rescue Mission responded to Council questions and Council gave feedback on the program.
