AGENDA ITEM

1. Presentation of the draft updated Climate Action Plan and Cost Analysis. Contact Person: Sustainability Manager Najera

Environmental Considerations: An Environmental Assessment for the City’s 5th Cycle Housing Element was prepared in accordance with CEQA guidelines, Section 65759.

This Environmental Assessment concluded that greenhouse gas (GHG) emission impacts due to the 5th Cycle Housing Element were a Significant and Unavoidable Impact. Therefore, the Environmental Assessment, required Mitigation Measure GHG-2 which directed the City to update and adopt a CEQA-qualified Climate Action Plan with goals consistent with current state regulations and guidelines for GHG emission reduction, develop a quantified GHG emission inventory, establish GHG emissions reduction targets consistent with the California Air Resources Board’s current Climate Change Scoping Plan, and adopt GHG reduction measures consisting of project-level implementation measures as well as citywide policies, standards, and programs. On January 17, 2018, the 2018 CAP was updated and adopted, consistent with Mitigation Measure GHG-2, along with an associated Negative Declaration.

For the draft updated 2026 CAP, an addendum to the Negative Declaration for the 2018 CAP has been prepared in accordance with the California Environmental Quality Act (CEQA) Guidelines, Section 15070, 15162, 15163, and 15164 to address the potential environmental impacts associated with minor changes between the proposed 2026 Climate Action Plan (2026 CAP) and the 2020 CAP. The proposed 2026 CAP establishes updated GHG reduction targets that are consistent with state regulations and guidelines. Furthermore, the proposed 2026 CAP includes updated GHG reduction measures that achieve the proposed GHG reduction targets by 2030 and 2045. The proposed revisions to the 2020 CAP would not result in significant environmental effects Docusign Envelope ID: 5E75EB09-F871-8104-80A9-472831D7F46A

and no changes associated with the proposed project or circumstances trigger subsequent or supplemental review. At the time of adoption of the proposed 2026 CAP, City Council will have an opportunity to consider the addendum, alongside the previously certified Negative Declaration and adopt it based on substantial evidence showing that no subsequent Environmental Assessment is required.

Recommended Action: Review the draft updated 2026 Climate Action Plan and Cost Analysis and provide input and/or direction to staff.
