MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
JUNE 16, 2026, 4:00 P.M., 505 SOUTH VULCAN AVENUE,

CALL TO ORDER/ROLL CALL
Mayor Ehlers called the meeting to order at 4:00 p.m.
Present: Mayor Bruce Ehlers, Deputy Mayor Jim O’Hara, Council Members Joy, Lyndes, Marco San Antonio, and Luke Shaffer
Absent: None
Also present: City Manager Campbell, Interim City Attorney Thind, Assistant City Manager Schwarm, Special Counsel Lindsay Stevens with Baron & Budd’s Environmental Litigation Group (Item 1), Special Counsel Michael Colantuno (Item 2), City Clerk Weichers, and Deputy City Clerk Rapp
There being a quorum present, the meeting was in order.

There were no public speakers.
The Mayor and City Council adjourned into Closed Session at 4:02 p.m.
REPORT FROM CLOSED SESSION
Interim City Attorney Thind reported that the City Council meet in closed session on items one through three as listed on the Closed Session Agenda:
• On Item One the Council voted 5-0 to initiate litigation; the action, the defendants, and other particulars will be disclosed upon inquiry once the matter has formally commenced.
• Item Two had no reportable action.

• On Item Three the Council voted unanimously to designate Interim City Attorney Ajit Thind as the permanent City Attorney and an item will be brought to Council on June 24, 2026, for a contract amendment for that purpose.
ADJOURNMENT
Mayor Ehlers adjourned the meeting at 5:51 p.m.
